Regarding this issue, LawNet would like to answer as follows:

The Ministry of Education and Training issued Official Dispatch 4306/BGDDT-NGCBQLGD dated August 14, 2023, on the appointment of professional titles for preschool and high school teachers.

The Ministry of Education and Training to guide the implementation of regulations on training certificates according to professional title standards in Vietnam 

To ensure consistent implementation of regulations on training certificates according to professional title standards for preschool and high school teachers, the Ministry of Education and Training has issued the following guidelines:

(1) Regarding regulations on training certificates according to professional title standards when appointing corresponding professional titles and transferring professional titles

- When appointing and transferring professional titles of preschool, primary, and secondary school teachers from Joint Circulars 20/2015/TTLT-BGDDT-BNV, 21/2015/TTLT-BGDDT-BNV, 22/2015/TTLT-BGDDT-BNV to the corresponding professional title as prescribed in Circulars 01/2021/TT-BGDDT, 2/2021/TT-BGDDT, 03/2021/TT-BGDDT and 08/2023/TT-BGDDT is only based on training qualifications, and the period of holding the adjacent lower rank does not require teachers to have training certificates according to the professional title standards of the appointed class.

- When transferring professional titles to cases where teachers have not been assigned the correct professional title for the level they are teaching or change the job position where the professional title currently held does not match the requirements of the new job position, it does not require teachers to have a training certificate according to the professional title standards of the transferred job position.

- After being appointed or transferring professional title, if the teacher wishes to register for the exam or be considered for promotion to an adjacent higher professional title class, he/she must have a training certificate according to professional title standards as prescribed.

(2) Determination of equivalence for training certificates according to the standards of each class' professional title

- Training certificates according to professional title standards for preschool and high school teachers (by grade) issued before June 30, 2022, are determined to be equivalent to training certificates according to the professional title standards of preschool and high school teachers according to the regulations of each educational level. This certificate is used to appoint professional titles, take exams, or consider promoting professional titles.

For example: Teacher A has been appointed as a Grade II preschool teacher. Teacher A has a training certificate according to the standards of the professional title of preschool teacher in Grades II and III issued before June 30, 2022. Teacher A can use one of these training certificates to register to take the exam or be considered for promotion to the professional title of kindergarten teacher grade I.

- In case the teacher has a training certificate according to the professional title standards of preschool and high school teachers (by grade) issued from June 30, 2022 to July 11, 2023, then contact the training facility (where the certificate is issued) for updated training and a replacement training certificate.

To remove the certificate of professional title training according to teacher class in Vietnam

Circular 08/2023/TT-BGDDT removes the requirement that teachers have a certificate of professional title training according to class.

Instead, only a common certificate is prescribed for teacher classes, specifically:

- For preschool teachers: Have a training certificate according to the professional title standards of preschool teachers.

- For elementary school teachers: Have a training certificate according to the professional title standards of elementary school teachers.

- For secondary school teachers: Have a training certificate according to the professional title standards of secondary school teachers.

- For high school teachers: Have a training certificate according to the professional title standards of high school teachers.
