Circular 52/2018/TT-BLDTBXH issued by the Ministry of Labor, Invalids, and Social Affairs stipulates the minimum amount of knowledge and competency requirements that learners must achieve upon graduation from intermediate to college levels in fields such as agriculture, forestry, fishery, and veterinary. This Circular comes into effect from February 10, 2019.

According to the provisions on the minimum amount of knowledge and competency requirements that learners must achieve after graduating from the intermediate level, college level of freshwater aquaculture sector, issued together with Circular 52/2018/TT-BLDTBXH, the minimum level of autonomy and responsibility that learners must achieve after graduating in the intermediate level freshwater aquaculture sector is as follows:
- Possess good ethical qualities and a correct understanding of the profession, with a cooperative attitude towards colleagues, respect for the law, and workplace regulations.- Be honest and highly disciplined, capable of working independently, ready to assume assigned tasks; work with high quality and productivity.- Work independently in changing working conditions, take individual responsibility and partial responsibility for the group.- Guide and supervise others to perform predetermined tasks.- Evaluate the activities of the group and the implementation results.- Use aquaculture materials according to current regulations and ensure food safety and hygiene.- Be ready to accept new innovations, new technology processes to improve labor productivity and efficiency in assigned tasks.- Have an awareness of environmental protection, handle waste and wastewater before discharging into the surrounding environment.- Fully and seriously implement labor protection and safety measures, and maintain general hygiene in the workplace.
