The expert group for developing the list of high-tech development projects must consist of 05 – 07 members

This is an important provision of Circular 31/2012/TT-BKHCN guiding the identification of projects, selection, and direct assignment of organizations, individuals, and enterprises to implement projects under the program of research, training, and building high-tech technical infrastructure, issued on December 28, 2012.

As stipulated in Article 6 of Circular 31/2012/TT-BKHCN, regarding the development of a list of high-tech development projects, high-tech application projects, high-tech infrastructure construction and development projects, and high-tech human resource development projects. To be specific:

* Project list development committee:

- Based on the project proposal list, project ordering proposals from Ministries, sectors, and localities, and regulations in Article 3 of Circular 31/2012/TT-BKHCN, the committee will take the lead in organizing the development of the project list.

The committee organizes expert groups (each group consisting of 05 to 07 members) including scientists, specialists in specific fields, economic experts, and financial experts. If necessary, the committee will seek opinions from domestic and foreign independent consultants to develop the project list. Priority is given to project ordering proposals from Ministries, sectors, and localities.

- Based on the specific conditions of the project, the committee will propose the selection method for the organization, individuals, and businesses via competitive selection or direct assignment.

- The results of the committee's work and the expert groups' contributions are documented and compiled into a summary report.

- The committee reports to the Minister of Science and Technology on the results of the expert groups, including independent consultants' opinions. If necessary, the committee will propose the Minister of Science and Technology consult relevant Ministries, sectors, and localities regarding the projects in the list.

* In cases where the proposed project list and ordering proposals are large-scale and complex, the committee will submit a request to the Minister of Science and Technology to decide on establishing an advisory council to determine the project list; hire independent consultants (if necessary).

- The advisory council will have from 07 to 09 members, including scientists, experts in specific fields, economic experts, financial experts, reputable and suitably qualified managers with practical experience in related fields.

- The committee proposes independent consultants meeting competency conditions, for the Minister of Science and Technology to review and decide.

Note: When necessary, the committee will propose the Minister of Science and Technology to seek opinions from relevant Ministries, sectors, and localities regarding the projects in the list.
