Decree 123/2014/ND-CP stipulates the dossier for considering the conferment of the title "People's Artisan" and "Outstanding Artisan" in the field of handicraft by the State Council to be submitted to the Prime Minister of the Government of Vietnam, including:

- The submission form of the State Council according to Form No. 4 specified in the appendix issued together with this Decree;- The list of proposed individuals for the conferment of the title “People's Artisan” and “Outstanding Artisan” according to Form No. 7 specified in the appendix issued together with this Decree, along with individual dossiers prescribed in Clause 1 of this Article;- The meeting minutes of the State Council according to Form No. 8 specified in the appendix issued together with this Decree; The ballot paper of the Council members according to Forms No. 5 and No. 6 specified in the appendix issued together with this Decree;- The summary of individual achievements according to the list presented at Point b of this Clause according to Form No. 9 specified in the appendix issued together with this Decree;- The decision to establish the State Council.

In addition, the Decree also stipulates the dossier of the specialized Council at the Ministry level submitted to the State Council, including:

- The submission form of the specialized Council at the Ministry level according to Form No. 4 specified in the appendix issued together with this Decree;- The list of proposed individuals for the conferment of the title “People's Artisan” and “Outstanding Artisan” according to Form No. 7 specified in the appendix issued together with this Decree, along with individual dossiers prescribed in Clause 1 of this Article;- The meeting minutes of the specialized Council at the Ministry level according to Form No. 8 specified in the appendix issued together with this Decree; The ballot paper of the Council members according to Forms No. 5 and No. 6 specified in the appendix issued together with this Decree;- The summary of individual achievements according to the list presented at Point b of this Clause according to Form No. 9 specified in the appendix issued together with this Decree;- The decision to establish the specialized Council at the Ministry level.
