The Ballots Must Be Sealed and Managed After Counting

This is the significant content stipulated in Circular 02/2016/TT-BNV issued by the Ministry of Home Affairs on February 1, 2016, providing guidelines on the professional tasks for organizing the election of National Assembly deputies.

Circular 02 stipulates that after counting the votes and making a report on the vote-counting results, the Election Committee shall seal the ballots according to each type of ballot for the National Assembly deputies and the People's Council deputies at all levels as follows:

- Number of valid ballots;- Number of invalid ballots.

All sealed ballots mentioned above must be placed in the ballot box by the Election Committee, and the ballot box sealing procedure must be completed with the signatures of the Head and Secretary of the Election Committee before being sent to the Commune People's Committee.

Circular 02 also stipulates that the Commune People's Committee is responsible for managing the ballots from the Election Committees in their locality. During the management of the ballots, if there is no written consent from the competent authority, the sealed ballots must not be opened or checked under any circumstances.
