Technical and Economic Norms Contents for Maritime Security

On February 07, 2018, the Ministry of Transport issued Circular 06/2018/TT-BGTVT stipulating the contents of economic - technical norms for maritime security.

To be specific, the Economic - Technical norms for operating, exploiting, and maintaining the SSAS System are the norms of labor costs and consumption of materials, fuel, supplies, electricity, production tools, transmission channels, and replacement parts of the SSAS System to ensure the operation of the services for receiving, processing, and transmitting maritime security information.

In particular:

- Labor norms: These are the direct labor costs necessary to complete a volume or a technological step in the process of operating, exploiting, and maintaining the machinery and equipment of the SSAS System. The labor cost is determined by the number of working days of direct labor required to perform the volume of work for operation, exploitation, and maintenance. The labor grade specified in the norm is the average grade of the workers participating in the work;- Electrical consumption norms: These are based on the designed capacity, quantity, and operation time according to statistics on the operating status of each type of machinery and equipment of the SSAS System;- Fuel consumption norms: These are the fuel and lubricant consumption based on the designed capacity, quantity, and operational level of the SSAS System's generators;- Material consumption norms for operation, exploitation, and maintenance: These are the consumption of materials, supplies, and tools used for the operation, exploitation, and maintenance processes of the SSAS System;- Production tool consumption norms: These are the tool and instrument consumption necessary for the SSAS System to operate according to its designed features and functions;- Transmission channel norms: These are the costs related to the quantity and speed of transmission channels to connect SSAS devices on ships with the Maritime Security Information Center and with the telecommunications network to provide services;- Replacement part norms: These are the consumption of replacement parts used for the machinery and equipment of the SSAS System to ensure that the SSAS System operates stably and continuously 24/7.
