Tasks and powers of the Department of Quality Management under the Ministry of Education and Training under latest regulations in Vietnam (Internet image)
On January 15, 2024, the Ministry of Education and Training issued Decision 290/QD-BGDDT on amending Decision 4668/QD-BGDDT in 2022, regulating the functions, tasks, powers, and organizational structure of units under the Ministry of Education and Training.
Specifically, Decision 290/QD-BGDDT added Point e of Clause 2 of Article 38 of Decision 4668/QD-BGDDT in 2023, stipulating the tasks and powers of the Department of Quality Management as follows:
(1) Regarding education quality assurance and accreditation
- Preside over the development of regulatory documents and instructions and carry out inspection, supervision, and assessment of education quality assurance and accreditation according to the provisions of law; professional training and implementation of public services in ensuring and accrediting educational quality;
- Preside over the appraisal of dossiers allowing operations and suspending educational quality accreditation activities for educational quality accreditation organizations. Guide, inspect, supervise, and evaluate the activities of educational quality accreditation organizations and accreditor training and fostering establishments; inspect inspectors; issue and revoke inspector cards; inspect and supervise the activities of inspectors;
- Appraise documents and recognize the activities of foreign educational quality accreditation organizations in Vietnam. Publicize the list of domestic and foreign education quality accreditation organizations legally operating in Vietnam and the results of education quality accreditation;
- Coordinate the development of educational institution standards and training program standards and participate in testing and evaluation according to the Vietnam National Qualifications Framework;
- Monitor and advise on the ranking of higher education institutions according to domestic and international rankings.
(2) Regarding examinations and assessments of educational quality
- Develop exam regulations and guide the implementation of exam regulations in organizing exams, including: High school graduation exam; National contest to select excellent students in cultural subjects for high school students; foreign language competency assessment test according to the 6-level foreign language competency framework for Vietnam; Vietnamese language proficiency test according to the Vietnamese Language Competency Framework for foreigners; and an examination for information technology application certification. Monitor, supervise, inspect, and evaluate the implementation of exam regulations in the organization of exams at educational institutions. Training national teams and organizing delegations to participate in regional and international Olympic competitions every year;
- Build and develop a bank of exam questions to serve the exam questions for the annual high school graduation exam; organize exam questions for the high school graduation exam and the national exam to select excellent students in cultural subjects for high school students;
- Organize and implement national and international education quality assessment programs;
- Training on skills in building exam question banks, exam organization, and assessment of educational quality;
- Perform public services on: building and developing exam question banks; organizing exams and evaluating educational quality; organizing examinations and specialized capacity assessments for domestic educational institutions in need; Exploit and use exam results and assess educational quality to improve the quality of education for organizations and individuals in need.
The focal point is to carry out the task of recognizing competitions and Olympic exams in one of the subjects of mathematics, physics, chemistry, mechanics, information technology, or other majors during the period of study at the university level of the Ministry of Education and Training.
(3) Regarding the management of diplomas and certificates
- Develop regulations and instructions; inspect the management of diplomas and certificates within the management scope of the Ministry of Education and Training;
- Develop agreements on diploma equivalence or mutual recognition of diplomas with countries and international organizations; regulate and implement public services on the recognition and authentication of diplomas issued by foreign educational institutions for use in Vietnam;
- Advise on promulgating regulations and instructions; inspecting the implementation of regulations on responsibilities and authority to grant diplomas of Vietnamese higher education institutions when training with foreign higher education institutions; regulate the responsibilities of foreign-invested higher education institutions to grant higher education degrees in Vietnam;
- Manage cooperation in organizing foreign language certification exams in Vietnam; advise on promulgating unified regulations on the recognition of foreign language proficiency certificates in Vietnam;
- Manage and implement public services on providing blank diplomas and certificates and public services on diploma and certificate information.
(4) Manage, monitor, inspect, and supervise the implementation of public regulations for educational institutions within the management scope of the Ministry of Education and Training.
