Recently, the Government of Vietnam issued regulations on policies to support the improvement of efficiency of animal husbandry in Vietnam. These include support for intrauterine insemination for buffaloes, cows, and pigs in Vietnam from September 20, 2024

On August 1, 2024, the Government of Vietnam issued Decree 106/2024/ND-CP stipulating policies to support the improvement of efficiency of animal husbandry in Vietnam.
Support for intrauterine insemination for buffaloes, cows, and pigs in Vietnam is specified in Article 8 of Decree 106/2024/ND-CP as follows:
- Target Beneficiaries:
Organizations and individuals engaged in Family farms: less than 10 animal units and assigned to implement the intrauterine insemination support program for livestock.
- Content and Level of Support:
+ Support 100% of the costs related to intrauterine insemination materials for livestock including frozen semen, liquid nitrogen, gloves, and instrumental equipment for insemination for buffaloes, and cows; up to 3 doses of semen per pregnancy for dairy buffaloes and cows, and 2 doses of semen per pregnancy for beef cows.
+ Support 100% of the costs for doses of semen for inseminating sows; maximum support of 2 doses of semen per insemination and up to 6 doses of semen per sow per year.
+ Support for individuals trained in intrauterine insemination techniques for livestock (buffaloes, cows) according to actual costs, up to 2 months of basic salary per person per course.
+ One-time support not exceeding 30% of the cost of purchasing nitrogen liquid storage tanks for those providing intrauterine insemination services for livestock (buffaloes, cows); support level not exceeding 5 million VND per tank per person.
+ Support labor costs for livestock intrauterine insemination (buffaloes, cows), with a maximum support level not exceeding 300,000 VND per inseminated pregnant animal.
- Conditions for Support:
Compliance with the provisions of Article 56, Article 57 of the Law on Animal Husbandry and successful acceptance of intrauterine insemination results. To be specific:
Article 56. Family farms
Family farms must meet the following requirements:
1. The breeding area must be separate from human living quarters;
2. Regular sanitation, disinfection, and detoxification of breeding facilities and equipment;
3. Appropriate measures must be in place for disease prevention; collection, treatment of livestock waste, wastewater, and other livestock waste in accordance with veterinary and environmental protection laws.
Article 57. Rights and obligations of breeding organizations and individuals
1. Livestock organizations and individuals have the following rights:
a) Organizations and individuals that have declared livestock activities pursuant to Article 54 of this Law shall be compensated for damages, and restore production in the event of natural disasters, epidemics in accordance with the law;
b) To enjoy state policies related to livestock activities;
c) To be trained and educated in livestock farming;
d) To promote products in accordance with the law;
e) To appeal, denounce, and initiate lawsuits related to livestock in accordance with the law.
2. Livestock organizations and individuals have the following obligations:
a) To declare livestock activities in accordance with Article 54 of this Law ;
b) To implement biosafety measures and environmental hygiene in livestock farming;
c) To treat livestock waste in accordance with environmental protection laws;
d) To ensure humane treatment of animals in accordance with the law.
The policies to support the improvement of efficiency of animal husbandry must adhere to the following principles:
- Support should be focused, time-bound, appropriate to development objectives and resource balance capabilities.
- Ensure transparency, openness, no overlaps, and effectiveness.
+ Publicize the list at the competent authority as per the delegation (People's Committee headquarters) regarding the beneficiaries with at least the following information: beneficiary's name, address, support content, and amount of support.
+ In case of complaints or denunciations regarding the implementation of support policies, the competent authority as per the delegation shall handle them according to the law.
- The costs for construction, equipment procurement, and technology equipment calculation shall follow the regulations on managing construction investment costs of the construction law as a basis for considering state budget support.
- The costs for acquiring technology licenses, purchasing loose feed storage tanks, acquiring forage crop seeds, promoting product brands, relocating livestock, acquiring intrauterine insemination materials, semen doses, nitrogen liquid storage tanks, acquiring breeding buffaloes, cows, goats, sheep, pigs, sika deer, and parental chicken, duck, and goose breeds; acquiring livestock waste treatment products, constructing new biogas facilities, equipment, and testing costs; training costs, will be estimated according to the Law on Budget, Guideline on Budget Estimation by the Ministry of Finance as a basis for considering state budget support.
- The maximum level of support from the state budget as stipulated in Decree 106/2024/ND-CP is the upper limit of support. Specific support levels for each policy will be based on costs defined in clauses 3 and 4 of this Article and the ability to balance the state budget at any given time.
- Annual support for policies stated in Article 8, point a and c clause 2 Article 10 Decree 106/2024/ND-CP; One-time support for policies stated in Article 5, Article 6, Article 7, Article 9, and point b clause 2 Article 10 Decree 106/2024/ND-CP.
- Organizations and individuals who have received support under policies, programs, or projects with the same content at the same time shall not receive support under Decree 106/2024/ND-CP. In case a support content is stipulated in different policies, organizations and individuals shall only receive support once for the same beneficiary.
- If multiple organizations and individuals simultaneously meet the support conditions of the policies specified in Decree 106/2024/ND-CP, priority will be given to organizations and individuals based on the following criteria: local key product production; high technology application; remote, isolated, and island areas or economically difficult regions; ability to create jobs for vulnerable people; start-up youths; women-owned businesses.
