- The Minister of Information and Communications launches and directs the emulation movement across the entire Information and Communications sector.- Heads of agencies and units launch and direct the emulation movement within their agencies and units under their management.- Heads of agencies and units cooperate with mass organizations at the same level to mobilize members of the unit to actively respond to the emulation movement.
