The State honorary title "Heroic Vietnamese Mother" is awarded or posthumously awarded to mothers who have made significant contributions and sacrifices for the cause of national liberation, defense of the Fatherland, and fulfillment of international duties.
Title "Heroic Vietnamese Mother" is awarded, posthumously awarded to mothers in one of the following cases:
- Having 2 children who are martyrs and having a husband or oneself who is a martyr;- Having 2 children both of whom are martyrs or having only 1 child who is a martyr;- Having 3 or more children who are martyrs;- Having 1 child who is a martyr, husband and oneself are martyrs.
Cases with children as martyrs, husband as a martyr are defined as follows:
- The child who is a martyr includes biological and legally adopted children of the Mother recognized by the law, and has been awarded the "To Quoc Ghi Cong" Certificate by the Government of Vietnam.- The husband who is a martyr is a person who has been awarded the "To Quoc Ghi Cong" Certificate by the Government of Vietnam and whose Mother, as his wife, receives the policies entitled to martyr widows.
A mother who falls into one of the 4 cases above, suffering from mental illness due to the pain of losing children, losing her husband, is still awarded the title "Heroic Vietnamese Mother."
