Article 44 Draft Law on Drug Prevention and Control stipulates the contents of state management of drug prevention and control as follows:

- Develop and implement strategies, guidelines, policies, and plans on drug prevention and control.- Issue and implement legal documents on drug prevention and control.- Organize the machinery, training, and capacity building for drug prevention and control personnel.- Enact, amend, supplement, and publish the list of narcotics, precursors, addictive drugs, and psychotropic substances.- Issue and revoke licenses for legal activities related to drugs.- Decide on the establishment and dissolution of compulsory drug rehabilitation centers; issue and revoke operating licenses of other drug rehabilitation facilities; organize and manage drug rehabilitation and community reintegration for those who have been rehabilitated.- Organize the combat against drug-related crimes.- Conduct state statistics on drug prevention and control.- Organize research and application of scientific and technological advancements in drug prevention and control.- Conduct propaganda and education on drug prevention and control.- Cooperate internationally on drug prevention and control.- Inspect, supervise, address complaints and denunciations, and handle violations of laws on drug prevention and control.

Therefore, there are a total of 12 main contents in the state policy and strategy on drug prevention and control as stipulated in this Draft Law. These are fundamental and important contents, laying the groundwork for the fight against drug-related issues, a pressing problem today.
