State budget expenditures for disaster management in Vietnam from December 01, 2020

The Ministry of Finance recently issued Circular 85/2020/TT-BTC which stipulates the management and use of funds serving the activities of the Central Steering Committee for Natural Disaster Management and the Command Committees for Natural Disaster Management and Search and Rescue at all levels.

As specified in Article 4 of Circular 85/2020/TT-BTC, the expenditure levels for the items in Article 3 of Circular 85/2020/TT-BTC will be implemented according to the current financial policies, standards, and expense norms established by the competent state authorities, as follows:

- Concurrent position allowance: Implemented according to regulations in Circular 78/2005/TT-BNV dated August 10, 2005, by the Ministry of Home Affairs guiding the implementation of concurrent position allowance policies for officials and public employees holding concurrent leadership positions in other agencies and units;

- Overtime pay: Implemented according to regulations in Inter-ministerial Circular 08/2005/TTLT-BNV-BTC dated January 05, 2005, by the Ministry of Home Affairs and the Ministry of Finance guiding the implementation of policies for night work and overtime pay for officials and public employees; Circular 31/2017/TT-BNNPTNT dated December 29, 2017, of the Ministry of Agriculture and Rural Development regulating working and resting hours for workers engaged in special tasks in the field of disaster management;

- Travel expenses, conference organization to implement tasks, tasks of disaster management: Implemented according to regulations in Circular 40/2017/TT-BTC dated April 28, 2017, by the Ministry of Finance regulating the travel expense policies and conference regime;

- Information and propaganda activities: Implemented according to regulations in Inter-ministerial Circular 14/2014/TTLT-BTC-BTP dated January 27, 2014, by the Ministry of Finance and the Ministry of Justice regulating budget estimation, management, use, and settlement of state budget funds ensuring the propagation and legal education enforcement and legal access standards of people at the grassroots; Circular 03/2018/TT-BTTTT dated April 20, 2018, by the Ministry of Information and Communications issuing economic-technical norms for television program production; Decree 18/2014/ND-CP dated March 14, 2014, of the Government of Vietnam regulating the policies for royalties for authors and copyright owners of journalistic works (including print, audio, television, and online newspapers) and publications involved in propaganda activities. The head of the agency assigned to perform communication tasks is responsible for selecting forms, products, communication content, and approving budget estimates for the implementation of the tasks within the assigned budget, ensuring compliance with policies, saving, efficiency, and compatibility with legal provisions on bidding, ordering, and task assigning;

- Rewards from the Central Steering Committee for Disaster Prevention, the Commanding Committee at the Ministry, provincial, district, and commune levels for organizations and individuals: Applicable according to the reward levels in Decree 91/2017/ND-CP dated July 31, 2017, of the Government of Vietnam detailing the implementation of certain articles of the Law on Emulation and Commendation;

- Payments to organizations and individuals mobilized or voluntarily participating in search and rescue, disaster response, and disaster relief: Implemented according to regulations in Decree 30/2017/ND-CP dated March 21, 2017, of the Government of Vietnam regulating the organization and operation of disaster response and search and rescue;

- System operation management: Implemented according to regulations in Inter-ministerial Circular 19/2012/TTLT-BTC-BKHDT-BTTTT dated February 15, 2012, by the Ministry of Finance, the Ministry of Planning and Investment, and the Ministry of Information and Communications guiding the management and use of funds for implementing the National Program on the Application of Information Technology in the operations of state agencies;

- Expert hiring fees: Implemented according to regulations in Circular 02/2015/TT-BLDTBXH dated January 12, 2015, of the Ministry of Labor, Invalids and Social Affairs regulating wages for domestic consultants as a basis for estimating tender packages providing consultancy services applying contract forms based on the time of using state capital;

- Other expenditures: According to legal invoices, valid documents, and within the authorized fiscal budget limits.
