On January 08, 2025, the Minister of the Ministry of Planning and Investment of Vietnam issued Official Telegram 01/CD-BKHDT urging the detailed allocation of the state budget investment plan for 2025.

The Minister of Planning and Investment dispatched:

- Comrades Ministers, Heads of Ministerial-level agencies, and agencies under the Government of Vietnam, other Central agencies: Central Office of the Communist Party, Office of the President, Office of the Government of Vietnam, Ministry of Foreign Affairs, Ministry of Justice, Ministry of Finance, Ministry of Information and Communications, Ministry of Education and Training, Ministry of Health, Ministry of Culture, Sports and Tourism, Ministry of Labor - War Invalids and Social Affairs, Ministry of Natural Resources and Environment, State Bank of Vietnam, Committee for Ethnic Minority Affairs, Vietnam Academy of Social Sciences, Vietnam National University, Hanoi, Vietnam National University, Ho Chi Minh City, Management Board of Vietnam National Villages for Ethnic Culture and Tourism, Vietnam Cooperative Alliance, National Committee of the Vietnam Union of Literature and Arts Associations, Vietnam Electricity Group;

- Comrades Party Secretaries, Chairpersons of People's Committees of provinces, cities under Central authority: Ha Giang, Cao Bang, Lang Son, Bac Kan, Bac Giang, Hoa Binh, Son La, Hanoi, Hai Phong, Hai Duong, Hung Yen, Ha Nam, Thanh Hoa, Ha Tinh, Dak Nong, Tay Ninh, An Giang, Kien Giang.

Pursuant to Public Investment Law 2024, Decision 1508/QD-TTg dated December 04, 2024, by the Prime Minister of the Government of Vietnam, and point d clause 1 Article 7 Circular 19/2024/TT-BKHDT dated October 16, 2024, by the Ministry of Planning and Investment regulating the establishment, appraisal, assignment, adjustment, monitoring, evaluation of plans, programs, tasks, public investment projects on the information system and national database on public investment, the ministries, central and local agencies are to assign and allocate detailed levels of the upcoming year's central state budget investment plan, including the list, allocated capital level of each task, project, submitting the detailed allocation plan to the Ministry of Planning and Investment and reporting on the National Public Investment Information System as prescribed.

However, as of 11:00 on January 06, 2025, through the compilation on the National Public Investment Information System and the documents related to the project list as regulated by state secret protection, there are still 24 ministries, central agencies; 21 localities that have not implemented the detailed allocation plan of the state budget investment plan for 2025.

To promptly compile and report to the Prime Minister of the Government of Vietnam, the Minister of Planning and Investment requests comrades Ministers, Heads of Ministerial-level agencies, agencies under the Government of Vietnam, other central agencies, comrades Chairpersons of People’s Committees of provinces, cities under Central authority, and Chairperson of the Members' Council of Vietnam Electricity Group, to focus on directing the relevant units to promptly implement the following contents:

- Input the allocation plan, assign the 2025 state budget investment plan, list, detailed capital allocation for each task, program, project to the under agencies and subordinate People's Committees on the National Public Investment Information System before January 10, 2025 (send documents to the Ministry of Planning and Investment as prescribed for the list of tasks, programs, projects belonging to the state secret protection list).

- During the execution of the plan, the Ministry of Planning and Investment will closely coordinate and collaborate with the ministries, central agencies, and localities to resolve difficulties and obstacles in implementing the 2025 public investment plan, ensuring the achievement of set objectives.

- Ministries, central agencies, and localities are fully responsible before the Prime Minister of the Government of Vietnam, inspection agencies, audit agencies, and other related agencies for the accuracy of data information of projects, the capital allocation level for each project as prescribed by law.
