Teachers applying for the promotion of professional titles must meet the following standards and conditions:
1. The educational institution must have a demand for the job position of the professional title at the registered promotion rank and be authorized to nominate candidates.
2. The candidate must be evaluated by an authorized agency as having completed their duties well or better within 03 consecutive years up to the deadline for submitting the application. The candidate must possess sufficient professional ethics and quality, and not be under disciplinary action or under consideration for disciplinary action by a competent authority.
3. The candidate must possess the required level of education, training, professional capacity, and expertise of the professional title at the registered promotion rank as specified in Joint Circular 20/2015/TTLT-BGDDT-BNV regulating codes, standards for professional titles of preschool teachers; Joint Circular 21/2015/TTLT-BGDDT-BNV regulating codes, standards for professional titles of public primary school teachers; Joint Circular 22/2015/TTLT-BGDDT-BNV regulating codes, standards for professional titles of public secondary school teachers; Joint Circular 23/2015/TTLT-BGDDT-BNV regulating codes, standards for professional titles of public high school teachers.
Preparatory university teachers applying for promotion based on Circular 20/2017/TT-BGDDT must meet the required level of education, training, professional capacity, and expertise of the professional title at the registered promotion rank as specified by the Ministry of Education and Training's regulations on professional titles of preparatory university teachers.
