Special Preferential Import Tariff Schedule (AANZFTA Tariff Rate)

On December 27, 2017, the Government of Vietnam issued Decree 158/2017/ND-CP stipulating the preferential import tariff schedule of Vietnam to implement the Agreement establishing the ASEAN - Australia - New Zealand Free Trade Area for the period 2018 - 2022.

Promulgated in conjunction with Decree 158/2017/ND-CP is Vietnam's Special Preferential Import Tariff Schedule (subsequently referred to as AANZFTA tariff rates) and the list of goods subject to out-of-quota import tariff rates of Vietnam, in order to implement the Agreement Establishing the ASEAN-Australia-New Zealand Free Trade Area for the period of 2018 - 2022.

Below are 5 noteworthy points about Vietnam's Special Preferential Import Tariff Schedule (AANZFTA tariff rates):

- The explanatory notes and general rules for classifying goods are based on Vietnam's Export and Import Goods Nomenclature, which follows the Harmonized System of the World Customs Organization.- The columns "Commodity Code" and "Commodity Description" are structured based on Vietnam's Export and Import Goods Nomenclature and detailed according to 8-digit or 10-digit codes.- The column "AANZFTA Tariff Rate (%)": The rate applicable for each year, effective from January 1, 2018, to December 31, 2022.- The symbol “*”: Goods imported are not eligible for the AANZFTA tariff rate at the corresponding time.- For imported goods subject to tariff quotas, the special preferential import tariff rate for quantities within the tariff quota is detailed in Vietnam's Special Preferential Import Tariff Schedule to implement the ASEAN-Australia-New Zealand Free Trade Area Agreement for the period 2018 - 2022, promulgated together with this Decree. The out-of-quota import tariff rate is applied according to the list of goods subject to out-of-quota import tariff rates of Vietnam to implement the Agreement, and the annual import tariff quota quantity as stipulated by the Ministry of Industry and Trade.

Notably, goods eligible for the AANZFTA tariff rate must meet all the conditions stipulated in Article 4 of Decree 158/2017/ND-CP.
