Recently, the Ministry of Natural Resources and Environment issued Circular 48/2014/TT-BTNMT regulating techniques for determining administrative boundaries, placing boundary markers, and establishing administrative boundary records at various levels.
Sequence of Responsibilities at Various Levels in the Inspection and Acceptance of Administrative Boundary Dossiers (Illustration)
Circular 48/2014/TT-BTNMT stipulates the sequence of responsibilities at various levels in the inspection and acceptance of administrative boundary dossiers as follows:
- The construction unit is responsible for inspecting all items of the product according to the technical criteria specified in this Circular;- People's Committees at all levels cooperate with the construction unit to inspect and accept the administrative boundary dossiers under their direct management and to inspect and accept the administrative boundary dossiers of the lower-level authorities under their management authority;- The Department of Home Affairs, the Department of Natural Resources and Environment are responsible for assisting the Provincial People's Committee in guiding and organizing the inspection and acceptance of administrative boundary dossiers at all levels;- The Provincial People's Committee accepts and is responsible before the Government of Vietnam for the quality of the entire administrative boundary dossiers under their management authority. To ensure long-term usability, if any errors are detected during the usage process, the Provincial People's Committee must take measures to promptly direct the relevant levels to correct and supplement and report to the higher management agency without delay;- The administrative boundary dossiers at all levels must be thoroughly reviewed for the quantity and quality of all related documents to ensure completeness, accuracy, consistency, and legality of the dossiers before being submitted for inspection and acceptance.
