Road traffic safety works in Vietnam under the Law on Road 2024

Hanoi has officially passed the Road Traffic Law 2024, which specifies regulations on road traffic safety works. To be specific:

On June 27, 2024, the National Assembly passed the Law on Road 2024.

Article 24 of the Law on Road 2024 stipulates that road traffic safety works are built, installed, and arranged to ensure the safety of road traffic participants, including:

- Rescue lanes constructed at steep, hilly roads, allowing vehicles that have lost control while descending to leave the main road, slow down, and come to a stop;

- Rescue tunnels integrated with road tunnels, serving as emergency exits, rescue, and emergency facilities when incidents occur in the main tunnel or during road tunnel maintenance. Rescue tunnels are not to be used for vehicle traffic purposes;

- Protective walls, guardrails, and safety barriers placed in hazardous positions to prevent vehicles from veering off the road during uncontrollable incidents.

In cases where traffic posts are not simultaneously arranged, reflective signals or reflective paint must be attached to protective walls and barriers to warn road traffic participants about the hazardous location and guide them to follow the correct traffic directions;

- Anti-glare works positioned on median strips to reduce the impact of opposing vehicle headlights on the vision of drivers;

- Convex mirrors installed at small radius curves and intersections with limited visibility to help drivers observe oncoming traffic and adjust their speed accordingly;

- Lighting systems constructed to ensure safety for road traffic participants; operational lighting time in road tunnels according to the operation and exploitation process of tunnel works;

- Median strips installed to divide the carriageway into two separate directions or to separate lanes for motorized and non-motorized vehicles or various types of vehicles on the same road direction;

- Noise barriers constructed at necessary locations to reduce noise caused by road traffic;

- Speed bumps and rumble strips placed at warning locations or where drivers must reduce speed to ensure traffic safety;

- Other works serving road traffic safety.

Currently, Clause 2, Article 3 of the Road Traffic Law 2008 defines road works to include roadways, parking and stopping places, traffic lights, signs, road markings, traffic posts, barriers, traffic islands, median strips, mileposts, walls, embankments, drainage systems, vehicle weigh stations, toll stations, and other auxiliary road works and equipment.

The Road Traffic Law 2008 will be repealed from the effective date of the Law on Road 2024, except as provided in Article 86 of the Law on Road 2024.
