Reviewing and Establishing Household Classification Lists in Vietnam

On September 26, 2018, the Ministry of Labor - War Invalids and Social Affairs of Vietnam issued Circular 14/2018/TT-BLDTBXH detailing the organization of reviewing and establishing household classification lists.

Circular 14 stipulates that investigators in Vietnam conduct surveys of households using survey forms applicable to urban and rural areas divided by regions corresponding to the locality.

- Households living in wards (under city, district-level town), commune-level towns (under district) having land and livestock assets similar to rural areas, the Provincial Review Board specifies the application of land and livestock asset characteristics stipulated in Form B applicable to rural areas corresponding to the locality in evaluating and scoring households.

- Households residing in rural and mountainous areas near rivers and lakes with assets such as boats and ships, the Provincial Review Board specifies the application of points for boat and ship assets of the locality based on the points of other areas with corresponding conditions.

The review, summary, and classification of results are defined by Circular 14 as follows:

List of poor households and near-poor households in Vietnam after review, including:

- Urban poor households are households with a total B1 score of 140 points or less (income-poor households) or households with a total B1 score above 140 points to 175 points and a total B2 score of 30 points or more (households lacking access to basic social services);

- Rural poor households are households with a total B1 score of 120 points or less (income-poor households) or households with a total B1 score above 120 points to 150 points and a total B2 score of 30 points or more (households lacking access to basic social services);

- Urban near-poor households are households with a total B1 score above 140 points to 175 points and a total B2 score below 30 points;

- Rural near-poor households are households with a total B1 score above 120 points to 150 points and a total B2 score below 30 points.

List of households escaping poverty and households escaping near-poverty in Vietnam after review, including:

- Urban households escaping poverty:

  • Households escaping poverty reaching above the near-poor threshold are households with a total B1 score above 175 points;
  • Households escaping poverty but still near-poor are households with a total B1 score above 140 points to 175 points and a total B2 score below 30 points;
  • Rural households escaping poverty;
  • Households escaping poverty reaching above the near-poor threshold are households with a total B1 score above 150 points;
  • Households escaping poverty but still near-poor are households with a total B1 score above 120 points to 150 points and a total B2 score below 30 points;

- Urban households escaping near-poverty are households with a total B1 score above 175 points;

- Rural households escaping near-poverty are households with a total B1 score above 150 points.
