On October 24, 2014, the Ministry of Public Security issued Circular 50/2014/TT-BCA regulating the issuance, renewal, and reissuance of permits and certificates for weapons, explosives, and supporting tools.

Circular 50/2014/TT-BCA stipulates 6 responsibilities of the Department of Police for Administrative Management of Social Order and the Police of provinces and centrally-controlled cities in the management and use of licenses, certification letters for weapons, explosives, and supporting tools as follows:
1. Select officials with good moral qualities, competent, knowledgeable in the law, proficient in legal documents about the management and use of weapons, explosives, and supporting tools; strictly comply with the rules of the People's Police, possess cultural habits, and have a work spirit oriented towards serving the people to arrange for tasks involving file reception and interaction with agencies, organizations, units, and individuals in resolving procedures related to the issuance, renewal, and re-issuance of licenses and certification letters for weapons, explosives, and supporting tools.
2. Reception offices must be neat and clean, and administrative procedures must be publicly listed for agencies, organizations, units, and individuals to know and follow.
3. Regularly inspect the process of officials dealing with the public and those responsible for issuing, renewing, and re-issuing licenses and certification letters for weapons, explosives, and supporting tools within their management scope.
4. Organize training for officials directly involved in issuing, renewing, re-issuing, and managing licenses and certification letters for weapons, explosives, and supporting tools within their management scope.
5. Inspect, guide, and handle violations in the issuance, renewal, re-issuance, and management and use of licenses and certification letters for weapons, explosives, and supporting tools according to their authority.
6. For revoked licenses and certification letters for weapons, explosives, and supporting tools, the Head of the Department of Guidance, Management of Weapons, Explosives, Supporting Tools, and Fireworks reports to the Director of the Department of Police for Administrative Management of Social Order; the Head of the Department of Administrative Management of Social Order reports to the Director of the provincial police, centrally-controlled city for consideration and decision on destruction.
