Responsibilities of Inland Waterway Vehicle Owners

Circular 04/2017/TT-BGTVT amends Circular 47/2015/TT-BGTVT, which was issued on January 20, 2017. This Circular has amended and supplemented the responsibilities of the owners of inland waterway vehicles as stipulated previously in Circular 47.

The owner of the inland waterway vehicle has the responsibility:

1. Establish a crew member roster, equip a logbook for vehicles with a total load of 300 tons or more or passenger vehicles with a capacity of 50 passengers or more.

2. Arrange the appropriate number and standards of crew titles to work on the vehicle, suitable for the number of shifts per day.

3. In addition to the crew titles already regulated in the minimum safety manning level in Article 19 of Circular 47/2015/TT-BGTVT, the owner of the vehicle may, if necessary, arrange for additional crew members or other titles such as: nurse, radio operator, diver, dredger, hoister, pull technician, attendant to ensure the job requirements.

4. Define the scope of responsibilities of other titles working on the vehicle not included in the minimum safety manning level regulated in this Circular.

5. Ensure labor safety, hygiene safety for crew members and other titles working on the vehicle.

This content is regulated in Clause 2, Article 1 of Circular 04/2017/TT-BGTVT amending, supplementing Article 5 of Circular 47/2015/TT-BGTVT.
