Responsibilities of training and research institutions in vocational education training (Illustrative image)

Article 10 of Circular 32/2019/TT-BLDTBXH clearly stipulates the responsibilities of the training and research institutions assigned to train the professional title standards of public employees in vocational education as follows:

- Compile or select and issue training materials for the professional title standards of public employees in vocational education based on the training program issued by the Ministry of Labor, Invalids and Social Affairs, ensuring suitability for each training object; provide reference materials for teaching and learning.- Develop plans and organize training for the professional title standards of public employees in vocational education for each specific group, ensuring conformity with current regulations.- Decide on the list of admitted students; manage the learning process, evaluate learning outcomes, and recognize the learning results of students.- Collect, manage and utilize training funds, issue and manage the issuance of training certificates for the professional title standards of public employees in vocational education for each object in accordance with current regulations.- Implement the management and evaluation of training results according to the professional title standards of public employees in vocational education as prescribed in Circular No. 10/2017/TT-BNV on evaluating training quality for officials and public employees.- Annually, compile and submit reports on training results and the issuance of training certificates according to the professional title standards of public employees in vocational education to the direct management agency.

Additionally, this Circular also clearly specifies the responsibilities of agencies and units with participants in the training of professional title standards. Specifically:

- Annually, develop training plans for the professional title standards of vocational education teachers of the agency or unit; report to the direct management agency and cooperate with training and research institutions to organize training according to the plan.- Manage records and ensure standards of the participants sent for training according to regulations.
