On November 17, 2023, the Minister of Public Security issued Circular 66/2023/TT-BCA amending Circular 55/2021/TT-BCA implementing the Law on Residence; Circular 56/2021/TT-BCA on forms for registration and residence management; and Circular 57/2021/TT-BCA on the residence registration process.
Specifically, citizens can request residence registration agencies throughout the country, regardless of their place of residence, to confirm residence information by making a direct request at the residence registration agency's headquarters or request via a public service portal, VNeID application, or other online public service as prescribed by law.
(Current Circular 55/2021/TT-BCA stipulates: Citizens who require confirmation of residence information can go directly to residence registration agencies throughout the country regardless of the citizen's place of residence to request confirmation of residence information or send a request to confirm residence information via the National Public Service Portal, Ministry of Public Security Public Service Portal, and Residence Management Public Service Portal.)
Confirmation of residence information includes information about current residence, previous residences, length of time living at each residence, form of residence registration, and other residence information available in the Residence Database and National Population Database. Confirmation of residence information is valid for 01 year from the date of issue.
In the event that information about a citizen's residence is changed, adjusted, or updated in the Residence Database, it is confirmed that the residence information is no longer valid from the time of the change or adjustment. correction.
The residence registration agency is responsible for confirming residence information at the request of citizens. If the information that needs to be confirmed about residence is already in the National Population Database, the processing time is no more than 1/2 working day.
In the event that the content requested for confirmation is not in the National Population Database or Residence Database, the time limit for resolution is no more than 03 working days.
Thus, when Circular 66/2023/TT-BCA takes effect on January 1, 2024, citizens can confirm residence information through the VneID application in addition to forms such as direct requests at the residence registration office headquarters or requests through public service portals or other online public services according to the provisions of law.
In addition, the certificate of residence information has also been extended to be valid for 6 months from the date of issue for the cases specified in Clause 1, Article 19 of the Law on Residence. A confirmation of residence declaration is valid for 30 days from the date of issue; in the case of confirmation of residence information, it is increased to 01 year from the date of issue.
Current regulations on confirmation of residence information in Circular 55/2021/TT-BCA - Citizens who require confirmation of residence information can go directly to the residence registration agency throughout the country, regardless of the citizen's place of residence, to request confirmation of residence information or send a request to confirm residence information via the National Public Service Portal, Ministry of Public Security Public Service Portal, and Residence Management Public Service Portal. - Confirmation of residence information includes time, location, and form of residence registration. Confirmation of residence information is valid for 06 months from the date of issue for the cases specified in Clause 1, Article 19 of the Law on Residence, the confirmation of residence declaration is valid for 30 days from the date of issue in the case of confirmation of residence information. In case information about a citizen's residence is changed, adjusted, or updated in the Residence Database, confirmation of residence information is no longer valid from the time of change. - Within 03 working days, the residence registration agency is responsible for confirming residence information in written form (signed and stamped by the Head of the residence registration agency) or electronic document (with the digital signature of the Head of the residence registration agency) at the request of the citizen. - In case the content of the individual or household's request for confirmation has not been updated in the residence database, the residence registration agency will guide citizens to carry out the procedure to adjust information in the Residence Database according to the provisions of Article 26 of the Law on Residence. |
