On December 30, 2013, Circular 36/2013/TT-BLDTBXH was issued by the Ministry of Labor, Invalids, and Social Affairs specifying the National Technical Regulation on labor safety concerning suspended working platforms.
Circular 36/2013/TT-BLDTBXH stipulates that the units responsible for the installation and maintenance of suspended platforms must ensure the following requirements:

- Have a registered business operating in this field in accordance with the law.- Have a sufficient number of qualified staff and workers who have been initially trained in safety before being assigned work. They must also undergo annual periodic safety training as required and must be granted a Safety Training Certificate as prescribed.- Have adequate technical equipment conditions to serve the work of installation, maintenance, and repair of suspended platforms.- Comply with the installation and testing safety requirements of the manufacturer.- Be responsible to the installation and maintenance unit under the contract signed with the user unit.- Provide operational guidance, maintenance policies, repair policies, periodic inspection policies, and emergency troubleshooting measures for the user unit.- Develop safety measures for the installation and maintenance process, while fully complying with relevant national labor safety technical standards and the manufacturer's installation and maintenance guidance.
