Circular 02/2016/TT-BNV was issued by the Ministry of Home Affairs on February 1, 2016, specifying detailed requirements for the interior area of the polling station for the National Assembly delegates.
Accordingly, Circular 02 stipulates that the area inside the polling station for National Assembly deputies must meet the following requirements:
- The area inside the polling station must be arranged in a solemn manner, with enough tables, chairs, pens, and necessary conditions for voters to cast their ballots; where there is a large hall, the opening declaration can be organized right in the polling station;- The polling station must have a one-way entrance and exit in an orderly manner, which can be arranged according to the following diagram: The entrance begins with the guide table, the table for voters to present their Voter Card and receive the ballot; followed by several tables for voters to fill out their ballots, the ballot box area; the table for stamping "Voted" on the Voter Card to confirm that the voter has voted; the exit for voters after they have finished voting;- Depending on the specific conditions of each polling station, the Election Team may additionally post the list, biographies of the candidates, polling station regulations, election rules, standards for National Assembly deputies and standards for People's Council deputies for voters to refer to before filling out their ballots;- The area for voters to fill out their ballots should have partitions to ensure voters "vote in secret" as stipulated by the election law.
