Requirements for Management, Operation, and Maintenance of Road Infrastructure

On June 07, 2018, the Ministry of Transport issued Circular 37/2018/TT-BGTVT specifying detailed requirements for the management, operation, and maintenance of road infrastructure.

Circular 37 outlines that when road works are put into use, they must be managed, operated, and maintained according to the provisions of the law on quality management and maintenance of construction works, as well as the law on road traffic.

The maintenance of road works must comply with the regulations of the maintenance process, standards, and technical regulations on maintaining road works as announced by the competent authority.

The management, operation, and maintenance procedures for road works are established in accordance with the components of the works, equipment installed in the works, types of works (roads, bridges, tunnels, ferries, pontoon bridges, and other works), the grade of the works, and the intended use of the works.

The management, operation, and maintenance of road works must ensure the longevity of the works, safe and smooth traffic, safety for people and property, work safety, fire and explosion prevention, and environmental protection.

At the same time, the management, operation, and maintenance of the following work items are carried out according to the provisions of this Circular and relevant legal provisions, specifically:

- Civil works, urban technical infrastructure works to be carried out according to the provisions of the law on civil works, industrial building materials works, and urban technical infrastructure works;- Electricity supply works, lighting systems to be carried out in accordance with the provisions of the law;- Traffic signal lights, equipment installed in the works to be carried out according to the provisions of Decree No. 46/2015/ND-CP and the maintenance process of the equipment supplier;- Vehicle weight control stations, transaction stations for vehicles using road investment projects built for business purposes, traffic monitoring management systems, and other auxiliary road works: the management, operation, and maintenance of work items must be appropriate for each type and grade of the work items.
