On December 28, 2018, the Ministry of Labor, Invalids and Social Affairs (MOLISA) issued Circular 52/2018/TT-BLDTBXH stipulating the minimum knowledge volume and competency requirements that learners must achieve after graduating from intermediate and college levels in fields of agriculture, forestry, aquaculture, and veterinary medicine.

According to the Regulations on the Minimum Volume of Knowledge, the Competency Requirements for Learners after Graduating from Intermediate Level, and College Level in the Forest Management Major, issued together with Circular 52/2018/TT-BLDTBXH, the minimum knowledge that learners must achieve after graduating from the intermediate level in the forest management major is as follows:
- Presenting new technology knowledge about products and materials for forestry production;
- Presenting the steps of seedling production and forest planting;
- Presenting the technical requirements for planting certain forestry species;
- Describing the technical steps of planting, caring, managing, protecting, and developing forests;
- Identifying the procedure for using equipment and tools for forest planting and harvesting;
- Presenting knowledge on aggregating information, writing, and presenting reports;
- Presenting the implementation process of grassroots agricultural extension work;
- Presenting basic knowledge about politics, culture, society, law, national defense, security, physical education, and computer science as regulated.
Additionally, the regulations on the minimum level of autonomy and responsibility are as follows:
- Having good moral qualities and a proper understanding of the profession, cooperative attitude with colleagues, respect for the law and regulations at the workplace;
- Being honest and having high discipline, capable of working independently, ready to undertake assigned tasks; working with high quality and productivity;
- Having the consciousness to study, practice, and enhance professional qualifications;
- Being responsible for the results of one's work and the group's in front of the leadership of the agency, organization, or enterprise;
- Having the ability to solve work and complex problems in changing working conditions;
- Evaluating the quality of products after the results of the implementation by group members.
