On August 22, 2014, the Ministry of Natural Resources and Environment issued Circular 48/2014/TT-BTNMT specifying the technical standards for determining administrative boundary lines, setting boundary markers, and preparing administrative boundary records at all levels.

Circular 48/2014/TT-BTNMT stipulates the requirements for inspection and acceptance of administrative boundary records at all levels including commune, district, and provincial levels as follows:
- The task of inspecting and accepting administrative boundary records must be executed immediately after completing each work item and product;- The administrative boundary records upon acceptance must be fully established in accordance with this Circular, with accurate data. Terms used in the documents must be brief, clear, easy to understand, and consistent across levels;- Ensure technical consistency and accuracy during the process of supplementing the elements of administrative boundaries, geographic elements from the field onto the topographic map, and the establishment of administrative boundary records and maps;- Clearly confirm the volume of tasks completed, compare with the Project, Technical Design - estimate to serve as a basis for final settlement;- Upon completion of the acceptance of administrative boundary records, a report must be sent to the superior management agency stating the quantity and quality of each document in the administrative boundary records. The report must have clear conclusions and quality assessments as good or meeting requirements, indicating any deficiencies that need to be supplemented, corrected, or redone, with the completion time, ensuring full and accurate submission to the higher level;- The inspection opinion forms, acceptance minutes, and the list of accepted documents during the inspection and acceptance process must be made according to the templates specified in Appendix 19a, 19b, 19c issued with this Circular;- Any opinions related to the proposals for handling by central agencies (Ministry of Home Affairs, Ministry of Natural Resources and Environment) must be made into separate proposal documents.
