On December 28, 2018, Circular 52/2018/TT-BLDTBXH stipulating the minimum knowledge volume and competency requirements that learners must achieve upon graduation from intermediate and college levels in the fields of agriculture, forestry, fisheries, and veterinary was issued by the Ministry of Labor, Invalids and Social Affairs.

According to the Regulation on minimum knowledge volume, capabilities required for learners after graduating from intermediate and college levels in the agriculture and forestry extension profession issued with Circular 52/2018/TT-BLDTBXH, the minimum skills required for graduates of the college level in the agriculture and forestry extension profession are as follows:
- Summarize and propose advanced scientific and technical demonstration models, high-tech models, and effective management models in agricultural and forestry production suitable to local natural, socioeconomic conditions, meeting market demands, and protecting the environment;
- Develop plans, organize implementation and supervise, evaluate activities such as building demonstration models, training, information dissemination, and propagation in agriculture extension;
- Organize training, service consulting, network development, and communication activities in agriculture extension;
- Organize seminars, conferences, forums, agriculture extension competitions; supervise, evaluate, and write reports on agriculture extension activities;
- Select and edit technical materials suitable for the objectives and conditions of agricultural and forestry production to serve guidance, consulting, and communication in agriculture extension;
- Perform and guide the planting of some species of forestry trees, agricultural crops, livestock, poultry, and aquaculture according to technical requirements, ensuring labor safety and environmental protection;
- Organize and direct the production of crops and livestock in cooperatives, farms, and households;
- Choose and implement appropriate approaches to consult, support, and transfer scientific and technical advancements to the people;
- Execute communication, cooperation, and collaboration skills with farmers;
- Use basic information technology as prescribed; exploit, process, and apply information technology in professional work of the profession;
- Use basic foreign languages, achieving level 2/6 in the Vietnamese Foreign Language Competency Framework; apply foreign languages in the professional work of the profession.
