On February 10, 2019, Circular 46/2018/TT-BLDTBXH of the Ministry of Labor, Invalids and Social Affairs took effect, stipulating the minimum knowledge volume and competency requirements that learners must achieve upon graduation at the intermediate level and college level in fields of materials, metallurgy, production, and other technical technology industries.

In the Regulation on the Minimum Knowledge Volume, Competency Requirements that Learners Must Achieve After Graduating at the Intermediate Level, College Level in Traffic Engineering Technology, issued together with Circular 46/2018/TT-BLDTBXH, the minimum knowledge learners must achieve after graduating from the intermediate-level technology and traffic engineering program is specified as follows:
- Be able to present the content of the steps to conduct surveys, measurements, and construction of transport facility components;
- Be able to present information on: terrain, geology, hydrology, load, etc., to propose appropriate transport facility construction plans;
- Be able to present overall construction methods and detailed construction methods for each component of level 5 roads and lower, and some simple components of higher-level roads depending on construction conditions;
- Be able to present overall construction methods and detailed construction methods for each component of small bridges under the guidance of the design leader (simple spans) and some simple components of medium and large bridges depending on construction conditions;
- Be able to present the design method for each component of small bridges under the guidance of the design leader (simple spans) and some simple components of medium and large bridges;
- Be able to present the design method for each component of level 5 roads and lower, and some simple components of higher-level roads;
- Be able to present manpower, labor, materials, and equipment issues to have optimal plans for conducting surveys and transport facility construction;
- Be able to present methods for checking and assessing the quality of work components according to current standards;
- Be able to present incidents and arising issues and propose remedial measures during job execution.
- Be able to present basic knowledge on politics, culture, society, law, national defense, security, and physical education as prescribed.
