On October 24, 2025, the Standing Committee of the National Assembly of Vietnam issued Resolution 1257/NQ-UBTVQH15 on the reorganization of commune-level administrative units of Binh Dinh province for the period 2023 – 2025.

Reorganization of commune-level administrative units under Binh Dinh province from December 1, 2024​

The reorganization of commune-level administrative units in Binh Dinh province is as follows:

* Reorganization of commune-level administrative units in Quy Nhon city

- Merge the entire natural area of 0.97 km2, with a population of 17,954 people from Le Hong Phong ward and the entire natural area of 0.69 km2, with a population of 9,311 people from Ly Thuong Kiet ward into Tran Phu ward. After the merger, Tran Phu ward has a natural area of 2.32 km2 and a population of 38,806 people.

Tran Phu ward borders the wards of Dong Da, Ngo May, Nguyen Van Cu, Quang Trung, Thi Nai, and the Eastern Sea;

- Merge the entire natural area of 0.47 km2, with a population of 10,001 people from Tran Hung Dao ward and the entire natural area of 0.57 km2, with a population of 14,090 people from Le Loi ward into Thi Nai ward. After the merger, Thi Nai ward has a natural area of 2.94 km2 and a population of 36,458 people.

Thi Nai ward borders the wards of Dong Da, Hai Cang, Nhon Binh, Tran Phu, Nhon Hoi commune, and the Eastern Sea;

- After the reorganization, Quy Nhon city has 17 commune-level administrative units, including 12 wards and 5 communes.

* Establishment of commune-level town in Phu Cat district

- Establish the commune-level town of Cat Khanh on the basis of the entire natural area of 30.74 km2 and a population of 17,358 people of Cat Khanh commune.

Cat Khanh town borders the communes of Cat Minh, Cat Tai, Cat Thanh; Phu My district and the Eastern Sea;

- After the establishment of the commune-level town, Phu Cat district has 18 commune-level administrative units, including 15 communes and 3 commune-level towns.

After reorganizing the commune-level administrative units, Binh Dinh province has 11 district-level administrative units, including 8 districts, 2 district-level towns, and 1 city; 155 commune-level administrative units, including 115 communes, 28 wards, and 12 commune-level towns.

Principles for reorganizing district and commune-level administrative units in the period 2023 - 2030 in Vietnam

According to Article 2 of Resolution 35/2023/UBTVQH15, the principles for reorganizing district and commune-level administrative units are as follows:

- Ensure the leadership of the Vietnam Communist Party and strengthen the leadership and guidance roles of the heads of agencies and organizations in the implementation of reorganizing district and commune-level administrative units.

- The reorganization of district and commune-level administrative units must comply with the Constitution, execute correct authority, order, and procedures as prescribed by law.

- The reorganization of district and commune-level administrative units must be consistent with provincial planning, rural planning, urban planning, or other relevant plans.

- Pay attention to and carefully consider unique factors such as historical traditions, culture, ethnicity, religion, beliefs, customs, geographical location, natural conditions, community, and the requirements of ensuring national defense, security, social order, safety, and socio-economic development.

- Focus on and effectively carry out the propagation and mobilization of the People to create consensus, support, and a high degree of unity regarding the policy of reorganizing district and commune-level administrative units;

- Organize the collection of voters' opinions in a public, transparent manner and in conformity with the law.

- Link the reorganization of district and commune-level administrative units with the renewal and reorganization of the organizational apparatus of the compact, effective political system;

- Implement streamlining of staff, restructuring and improving the quality of the team of officials and public employees, and employees;

- Solve policies suitably for officials and public employees and employees;

- Implement special support policies for district and commune-level administrative units after carrying out the reorganization.
