Regulations on Title Changes for Public Employees

The Provincial Population and Family Planning Sub-department submitted a proposal to transfer the rank code of public employee professional titles for accountants at district-level Population and Family Planning Centers, district-level towns, and cities, but the Department of Health did not approve. Ms. Nha asks whether the Department of Health's actions are correct.

Regarding this issue, the Ministry of Health responds as follows:

According to Article 31 of the Law on Public Employees 2010, the appointment of professional titles for public employees is based on the principle that public employees work in positions matching the professional titles assigned; those appointed to any professional title must meet the standard requirements of that title.

Therefore, Ms. Nha must meet all standards and conditions of a public employee in population management as specified in the Inter-Ministerial Circular 08/2016/TTLT-BYT-BNV dated April 15, 2016, by the Ministry of Health and the Ministry of Home Affairs, which outlines the code and standard requirements for population professional titles.

Currently, Ms. Nha holds the rank of intermediate accountant, code 06032, working at the Population Center and is therefore a public employee maintaining the intermediate accountant professional title at the district-level Population and Family Planning Center and is not entitled to receive professional incentive allowances.
