Recently, the Ministry of Natural Resources and Environment issued Circular 48/2014/TT-BTNMT regulating techniques for determining administrative boundaries, placing boundary markers, and establishing administrative boundary records at various levels.
Circular 48: Regulations on the Implementation of Amendments and Supplements to the Administrative Boundary Map (Illustrative Image)
Circular 48/2014/TT-BTNMT regulates the implementation of amendments and supplements to the administrative boundary map according to the following provisions:
- Based on documents and legal texts regarding the adjustment of administrative boundaries, proceed with the addition and amendment of symbols for boundary lines, administrative boundary markers, administrative place names, residential names, hydrology, and orography to ensure compatibility, while also adding and amending geographic elements related to the administrative boundary lines within 2cm on the map concerning both sides of the commune-level administrative boundary;- Present the administrative boundary map after it has been amended and supplemented according to the provisions in Appendix 9 issued with this Circular. The northeastern corner outside the map frame should note the content: "This map has been amended and supplemented according to Decision No..., dated..., month..., year... of..." (accurately fill in the name of the state authority responsible for the administrative boundary adjustment as per legal documents).
Additionally, this Circular also prescribes the establishment of legal validity on the amended and supplemented documents within the administrative boundary dossier at all levels according to the following regulations:
- Newly established documents will establish legal validity according to Clause 4, Article 10 of this Circular;- Documents with unchanged content should be archived and certified by the higher-level administrative authority directly managing the administratively adjusted unit.
Note: Binding of amended and supplemented documents to the administrative boundary dossier at all levels:
- The newly amended and supplemented administrative boundary maps shall be bound into the current administrative boundary map dossier in use or by decisions of the competent state authority;- Newly amended and supplemented documents shall be bound into the current administrative boundary dossier in use or by decisions of the competent state authority.
