Regulations on Salary, Allowances, and Stipends for Reserve Officer Cadet Training in 2020

The content is detailed in Decree 79/2020/ND-CP concerning policies in the construction and mobilization of reserve forces.

Article 7 of the Decree 79/2020/ND-CP stipulates salary and allowance policies for reserve officer cadet training as follows:

- Officials and public employees, reserve non-commissioned officers who are working, studying, and employed at agencies and organizations and receiving salaries from the state budget, during the period of reserve officer training, shall be paid their full salary and allowances, travel allowances, and transportation costs by the agencies and organizations where they are working, studying, and employed according to the current regulations.- Professional soldiers released from active duty who are sent for reserve officer training shall receive their full salary and allowances, transportation costs, and travel allowances as professional soldiers on active duty during the training period.- Reserve non-commissioned officers about to be discharged who are sent for reserve officer training shall receive allowances and policies as non-commissioned officers and soldiers on active duty and discharged; after completing the reserve officer training, they shall be discharged.- Reserve non-commissioned officers who do not receive salaries from the state budget, during the reserve officer training period, shall receive a monthly allowance based on the military rank equivalent to the first two years of active-duty non-commissioned officers with the same rank.- Individuals with a university degree or higher who do not receive salaries from the state budget, graduates from university, during the reserve officer training period, shall receive a monthly allowance equivalent to the rank allowance of a sergeant.- Subjects specified in points d and e of this clause shall be reimbursed for transportation costs and travel allowances as active-duty soldiers; the duration of the rank allowance is based on their specific training period.- Cadets graduating from reserve officer training, in addition to the current salary and allowances, shall receive an extra month of salary based on the reserve officer rank conferred (this does not include deductions for food, rank allowance, social insurance, or health insurance for that month).

Additionally, Decree 79 also stipulates other policies, such as:

- Meal Allowance: Persons sent for reserve officer training, during the training period, shall receive meal allowances from the training institutions similar to cadets training for squad-level officers. If hospitalized due to illness, they shall receive meal allowances for patients; if the illness persists beyond the training period, they shall receive the meal allowance for a maximum of 15 days.

- Military Gear and Personal Items

+ Rank one reserve non-commissioned officers; officials and public employees not in the Military who draw salaries from the state budget; individuals with a university degree or higher not drawing salaries from the state budget, graduates from university, during the reserve officer training period, shall receive or borrow military gear and personal items.

+ Decommissioned professional soldiers, reserve non-commissioned officers about to be discharged, during the reserve officer training period, shall receive policies on military gear and personal items similar to active-duty professional soldiers and non-commissioned officers.

- Leave Regulations, Postponement of Reserve Officer Training for Officials Working in Non-Military Agencies and Units:

- If called for reserve officer training while on annual leave, the remaining leave days shall be taken after graduating from reserve officer training or at a suitable time.- If the reserve officer training period coincides with the period of promotion exams or end-of-course professional exams (with certification from the workplace), the training may be postponed.

- Social Insurance, Health Insurance Policies: Cadets undergoing reserve officer training for 3 months or more who have not participated in social insurance or health insurance shall have their health insurance paid by the training institution during the training period; the health insurance contribution and benefits shall be as those for active-duty non-commissioned officers.

- Illness, Accident, or Death: Cadets undergoing reserve officer training for 3 months or more who have not participated in social insurance, during the training period, if they suffer an accident, die due to an accident, or die due to illness or unfortunate accidents, shall be handled according to clauses 2, 3, and 5 of Article 6 of this Decree.

- Participation in Exams for Officials and Public Employees: Persons selected for reserve officer training who receive notification of competitive exams for officials and public employees, or promotion exams for officials, or class upgrade exams for public employee professional titles decided by competent authorities shall be allowed to leave the training to participate in the exams, not exceeding 7 days during the course; exam results shall be retained until graduation from the reserve officer training course.

- Funeral Assistance for Deceased Reserve Officers: Reserve officers serving in the reserve at localities who pass away, the District-level Military Command together with the Commune-level Military Command shall organize a funeral delegation with a support amount of 1,600,000 VND per case.
