Regulations on High-Quality Training Programs

Circular 21/2018/TT-BLDTBXH was issued by the Ministry of Labor - Invalids and Social Affairs on November 30, 2018, to specifically regulate the high-quality training program

Accordingly, Circular 21 stipulates that a high-quality training program must fully meet the regulations applicable to a regular training program built in accordance with the law and must meet the following criteria:

- Have higher output standards than those of a regular training program regarding specialized knowledge, skills, and professional qualities;- The foreign language proficiency of the learner upon graduation must reach level 4/6 for the group of foreign language and culture majors according to the Vietnam Foreign Language Proficiency Framework or equivalent; reach level 2/6 at the intermediate level, level 3/6 at the college level for other groups of majors and professions;- The information technology proficiency of learners in majors and professions not belonging to the information technology and computing group must meet at least the standards of using information technology skills as prescribed by the Ministry of Information and Communications;

At the same time, Circular 21 also stipulates that for transfer programs, joint training programs with foreign countries, training programs ordered by enterprises that meet the criteria specified in this Circular, they will be recognized as high-quality training programs.
