On September 23, 2024, the Ministry of Education and Training of Vietnam issued Guideline 1244/HD-BGDDT on organizing the Advanced exemplary Conference at various levels towards the VIII National Patriotic Emulation Congress in the Education Sector in Vietnam - 2025.

The Ministry of Education and Training of Vietnam provides guidance on organizing the Advanced exemplary Conference at various levels towards the VIII National Patriotic Emulation Congress in the Education Sector - 2025. To be specific:

Requirements for organizing the Advanced exemplary Conference at various levels include ensuring solemnity, effectiveness, practicality, and thrift.

The organization of awarding and receiving forms of commendation must hold the meaning of honoring and educating tradition, ensuring safety and solemnity.

Forms, time, location, and number of delegates are as follows:

(1) Form

- Academies, universities, colleges of education, units directly under the Ministry organize “Advanced exemplary Conference” or “Conference to Commend Good People, Good Deeds” at the grassroots level.

- Universities, Vietnam Education Publishing House, Departments of Education and Training organize “Advanced exemplary Conference” or “National Patriotic Emulation Congress” at the higher level.

(2) Time of Organization

- Grassroots level: 01 session in the first quarter of 2025.

- Higher level: 01 session in the second quarter of 2025.

(3) Key Organizing Units

- The Emulation and Commendation Council of the Ministry of Education and Training directs the “Advanced exemplary Conference” at 03 educational institutions:

+ Hanoi University of Science and Technology.

+ University of Education, University of Da Nang.

+ University of Agriculture and Forestry, Ho Chi Minh City.

- Completion time: January 2025.

For units organizing the key conference, the standing unit assisting the Emulation and Commendation Council of the Ministry of Education and Training will approve the organizing plan of the unit and draw experience for other units to organize.

- Components, structure, and number of delegates

* Grassroots Level

- Units with fewer than 300 officials and public employees organize a plenary conference. Units with more than 300 officials and public employees organize a delegate conference, but the number should not exceed 200 delegates. The number of delegates is decided by the organizing unit based on the proposal of the standing unit of the Emulation and Commendation Council of the unit.

- Components, structure: Invited delegates; representatives of leadership at various levels; collectives and individuals honored such as Heroes, representatives of Emulation Soldiers at various levels, outstanding advanced exemplary examples among officials and public employees, creative individuals in management, teaching, and scientific research, good people, good deeds (advanced exemplary delegates account for 70%; invited delegates and leadership representatives at various levels account for 30%).

* Higher Level

- Components, structure: Invited delegates; representatives of leadership at various levels; representatives of collectives and individuals honored such as Heroes, Emulation Soldiers, outstanding advanced exemplary examples in management, teaching, and scientific research, good people, good deeds (advanced exemplary delegates account for 70%; invited delegates and leadership representatives at various levels account for 30%).

- Number: Maximum of 300 delegates.
