Regulations on Editing Communal Administrative Boundary Maps for Printing on Paper

Recently, the Ministry of Natural Resources and Environment issued Circular 48/2014/TT-BTNMT regulating techniques for determining administrative boundaries, placing boundary markers, and establishing administrative boundary records at various levels.

Circular 48/2014/TT-BTNMT regulates the editing of administrative boundary maps at the commune level for paper printing as follows:

- Administrative boundary maps printed on paper are legally established according to the regulations on the legal establishment of administrative boundary maps at all levels;- Editing administrative boundary maps at the commune level for paper printing is performed on the same software version and symbol library used in editing digital administrative boundary maps at the commune level;- The accuracy and completeness of the map data version for paper printing must remain unchanged compared to the digital administrative boundary map data at the commune level;- The editing process is only permitted to shift the positions of annotations or some representative symbols so that the content related to administrative boundaries at all levels on the printout is clearly and easily readable;- In the case of dense objects, abbreviations of annotations are allowed as per traditional topographic map regulations, and exceptionally may be reduced to 2/3 of the regulation to ensure all necessary content is included;- In cases where the administrative boundary coincides with a linear object, the administrative boundary symbol is edited with diagonal hatching on both sides of the linear object to clearly indicate the coinciding segment. The diagonal hatching symbol must follow the traditional topographic map representation rules.
