Regulations on Collectable Fees in Schools in Vietnam

This is likely one of the most concerned issues among parents in recent times, especially during the start of the school year. According to principles, schools in Vietnam should collect and spend adequately, for the right purposes, and in harmony with the socio-economic conditions and income levels of each locality.

The fee levels are based on the estimated costs, expenditure content, legal regulations, and some items must be agreed upon in writing by the parents of students on a voluntary basis, with the consent of the school's Board of Management and the superior management agency (District People's Committee, district-level town, or Department of Education and Training according to the management level in Vietnam) before issuance. 1 Tuition fees According to Clause 3, Article 4 of Decree 86/2015/ND-CP, the Provincial People's Council stipulates the specific tuition fee levels annually, suitable to the reality of the regions in their locality.
2 Admission fee for new levels Guided by the local Department of Education and Training.
3 Student health insurance Decree 146/2018/ND-CP:
 
  • Point d Clause 1 Article 7: the contribution rate is 4.5% of the statutory pay rate. (4.5% x 1,490,000 VND);

  • Point c Clause 1 Article 8, students are supported by the state with 30% of the contribution rate.

4 Extra classes and tutoring in the school According to Article 7 of Circular 17/2012/TT-BGDDT, this fee is based on the regulations of each locality.
5 Uniforms, sportswear, badges According to Circular 26/2009/TT-BGDDT, the principal decides on the wearing of uniforms and specifies the design, colors, and the number of days to wear the uniform each week.


Parents or the Parents' Association organize the sewing or purchasing of uniforms in accordance with this Circular and other school regulations.


Funding for sewing, purchasing, renting, or borrowing uniforms and festive attire is drawn from the school's regular expense budget, student contributions, or other legitimate sources, and must be publicly accounted for in terms of income and expenditure.
6 Vehicle parking; security and protection activities According to the decision of the local People's Committee.
7 Supplies for preschool education Circular 02/2010/TT-BGDDT, the Department of Education and Training is responsible for directing the purchase, creation, collection, use, and preservation of equipment for teaching at preschool education institutions.
