Gather the remaining effective legal norms and arrange them in the order of the legal effect of the documents containing the legal norms being codified from high to low; detailed regulations and implementation guidelines are arranged immediately after the legal norms they detail or guide.

The codification agency recommends that state authorities handle conflicting, overlapping, or no longer suitable legal norms.
