This is one of the provisions stipulated in Circular 39/2014/TT-BGTVT by the Ministry of Transport regulating the work of citizen reception, complaint resolution, and denunciation resolution, issued on September 12, 2014.

The regulations on citizen reception for complaints and denunciations are stipulated as follows:
Regarding the place for citizen reception:
- Agencies specified in Points a and b, Clause 1, Article 2 of this Circular must arrange a separate room for citizen reception. The citizen reception room must be located in a convenient position, equipped with tables, chairs, computers, document cabinets, drinking water, and other necessary conditions to serve citizens coming to present complaints, denunciations, petitions, and feedback.- Units specified in Point c, Clause 1, Article 2 of this Circular must have a place for citizen reception, arranged either in a separate room or a citizen reception desk in a convenient location to organize citizen reception for complaints, denunciations, petitions, and feedback.- The citizen reception place must post the citizen reception regulations and the citizen reception schedule of the agency or unit.- The citizen reception regulations must clearly state the responsibilities of the person receiving citizens, and the rights and obligations of the citizens coming to file complaints, denunciations, petitions, and feedback. The citizen reception schedule must specify the time and position of the person receiving citizens.
Regarding the organization of citizen reception:
The agency or unit tasked with citizen reception has the following responsibilities:
- The Ministry's Inspectorate is responsible for assigning staff to be on duty for citizen reception on working days at the Ministry's citizen reception place.- The Ministry Office, Departments, and Boards under the Ministry, General Departments, and Departments under the Ministry of Transport designate staff to participate in citizen reception when the content is related to their advisory responsibilities and at the request of the Ministry's Inspectorate.- The Directorate for Roads of Vietnam assigns the Legal and Inspection Department; the Vietnam Railway Department, Vietnam Inland Waterways Department assign the Legal and Inspection Office; the Vietnam Maritime Department, Vietnam Civil Aviation Department assign the Department Inspection; the Vietnam Register, Transport Medical Department, Construction Management and Quality Department, and public service providers assign the advisory department on personnel organization or office department to perform citizen reception duties.
