The Ministry of Foreign Affairs issued Circular 03/2018/TT-BNG on November 1, 2018, providing guidance on the registration of emulation in the Ministry of Foreign Affairs.
Circular 03 stipulates the process for registering for emulation as follows:
- For regular emulation registration:
- Annually, based on the theme of the emulation movement launched by the Minister, units under the Ministry proactively organize individual and collective emulation registrations with specific contents, targets, and emulation titles. They send the unit's emulation registration to the Department of Emulation - Commendation and Diplomatic Tradition before March 15.- Provincial and municipal Departments of Foreign Affairs directly under the Central Government register for emulation according to the Emulation Cluster of Departments of Foreign Affairs. The Cluster Head unit is responsible for aggregating the emulation registrations of member units and sending them to the Department of Emulation - Commendation and Diplomatic Tradition before March 15.
- For periodic or thematic emulation registration:
- Units under the Ministry, the Emulation Cluster of Departments of Foreign Affairs proactively develop plans to organize periodic or thematic emulation movements and send the registration to the Department of Emulation - Commendation and Diplomatic Tradition within 15 days from the date of launching the emulation movement.- Units assigned by the Ministry's leaders to preside over an essential or urgent task, project, scheme, or research project, if it deems necessary to concentrate resources to complete the task, shall launch thematic emulation movements and send the collective and individual emulation registration to the Department of Emulation - Commendation and Diplomatic Tradition for synthesis and as a basis for the Ministry's Emulation - Commendation Council to consider and propose commendation.
