Regions with Particularly Difficult Socio-Economic Conditions according to Decree 26/2016/ND-CP

Recently, the Ministry of Labor, Invalids, and Social Affairs (BLDTBXH) issued Circular 05/2016/TT-BLDTBXH guiding the implementation of certain provisions of Decree 26/2016/ND-CP dated April 6, 2016, which stipulates the policies for allowances and benefits applicable to civil servants, public employees and workers working at facilities managing drug addicts, post-rehabilitation drug users, and public social assistance facilities.

Article 3 of Circular 05/2016/TT-BLDTBXH stipulates the regions with special socio-economic conditions as prescribed in Article 7 of Decree 26/2016/ND-CP, including communes or hamlets with special socio-economic conditions regulated in:

- Decision 204/QD-TTg dated February 1, 2016 by the Prime Minister of the Government of Vietnam, approving the list of especially difficult communes, border communes, safe zone communes for investment under Program 135 in 2016;- Decision 30/2012/QD-TTg dated July 18, 2012 by the Prime Minister of the Government of Vietnam on criteria for determining especially difficult hamlets in communes of ethnic minority and mountainous areas for the period 2012 - 2015;- Decision 1049/QD-TTg dated June 26, 2014 by the Prime Minister of the Government of Vietnam on promulgating the list of administrative units in difficult areas;- Decision 12/2016/QD-TTg dated March 11, 2016 by the Prime Minister of the Government of Vietnam on the continuation of implementing Decision 30/2012/QD-TTg dated July 18, 2012 and Decision 1049/QD-TTg dated June 26, 2014 by the Prime Minister of the Government of Vietnam;- Decision 75/QD-UBDT dated February 29, 2016 by the Minister, Chairman of the Committee for Ethnic Minority Affairs on approving the list of especially difficult hamlets for investment under Program 135 in 2016;- Decision 601/QD-UBDT dated October 29, 2015 by the Minister, Chairman of the Committee for Ethnic Minority Affairs on recognizing the additional and adjusted list of especially difficult hamlets, communes in areas I, II, and III in ethnic minority and mountainous areas, and other related regulations.
