According to Report 219/BC-BNV dated January 11, 2025, by the Ministry of Home Affairs, it has been proposed to reorganize and restructure the internal units of 63 provincial social insurance offices into 35 regional social insurance offices in Vietnam.
Rearrangement and restructuring of internal units of 63 provincial social insurance offices into 35 regional social insurance offices in Vietnam according to Report 219
On January 11, 2025, the Ministry of Home Affairs issued Report 219/BC-BNV regarding the supplementation and completion of the plan to reorganize and streamline the organizational structure of the Government of Vietnam; which includes a proposal to add new tasks to the Ministry of Public Security.
Based on the opinions of the Politburo in Document No. 13038-CV/VPTW dated January 10, 2025, from the Central Office of the Communist Party regarding the conclusions of the Politburo meeting on January 10, 2025, on the plan to reorganize and streamline the organizational structure of the Government of Vietnam, the Ministry of Home Affairs (the standing body of the Steering Committee) reports to the Steering Committee of the Government of Vietnam on the supplementation and completion of the summary report of Resolution 18-NQ/TW of 2017 and the plan to reorganize and streamline the organizational structure of the Government.
In this context, the Ministry of Home Affairs proposes to continue reorganizing and streamlining the internal structure of the Social Insurance as follows:
- Restructure Vietnam Social Security into a public service provider, with 14 departments (reducing by 7 units);
- Reorganize and streamline the internal units of 63 Provincial Social Insurance into 35 Regional Social Insurance;
- Reorganize and streamline 640 District-level Social Insurance units into 350 Inter-district Social Insurance units, eliminating 147 Professional Units (reducing 651 out of 1,465 units, equivalent to a 44.4% reduction).
Therefore, according to the proposed plan, the internal units of 63 Provincial Social Insurance will be reorganized and streamlined into 35 Regional Social Insurance.
Vietnam Social Security is organized and managed according to a vertical, centralized, and unified system from the central to local levels, comprising:
- At the central level is Vietnam Social Security.
- At the provincial level are Provincial Social Insurance offices (hereinafter collectively referred to as Provincial Social Insurance), directly under Vietnam Social Security.
- At the district level, district-level towns, cities under provinces, and cities directly under the central government are District-level Social Insurance offices (hereinafter collectively referred to as District-level Social Insurance), directly under Provincial Social Insurance.
- District-level Social Insurance offices are not organized in administrative units where the Provincial Social Insurance headquarters is located.
(Article 3 Decree 89/2020/ND-CP)
The responsibilities and relationship between Vietnam Social Security and ministries and central authorities are stipulated in Article 8 of Decree 89/2020/ND-CP as follows:
(1) Concerning the Ministry of Labor, Invalids and Social Affairs:
- Propose the development, amendment, and supplementation of policies on social insurance and unemployment insurance;
- Recommend inspection, examination, and handling of organizations and individuals in implementing social insurance and unemployment insurance according to legal regulations;
- Be subject to inspection and examination by the Ministry of Labor, Invalids and Social Affairs in implementing regulations on social insurance and unemployment insurance;
- Provide annual and ad-hoc reports on the implementation of policies on social insurance and unemployment insurance; the situation of collection, expenditure, and management, and use of social insurance and unemployment insurance funds.
(2) Concerning the Ministry of Health:
- Propose the development, amendment, and supplementation of policies on health insurance;
- Participate in determining contribution levels, benefit scopes, entitlements for patients under health insurance benefits, and the payment mechanism for medical expenses; health service prices, and the list of medicines, medical supplies, and technical services within the benefit scope of health insurance participants;
- Recommend inspection, examination, and handling of organizations and individuals in implementing health insurance according to legal regulations;
- Be subject to inspection and examination by the Ministry of Health in implementing regulations on health insurance;
- Provide annual and ad-hoc reports on the implementation of policies on health insurance; the situation of collection, expenditure, and management, and use of health insurance funds.
(3) Concerning the Ministry of Finance:
- Propose the development, amendment, and supplementation of financial policies for social insurance, unemployment insurance, health insurance funds, and financial mechanisms applicable to Vietnam Social Security;
- Be subject to inspection and examination by the Ministry of Finance in implementing regulations on financial policies for social insurance, unemployment insurance, and health insurance funds;
- Provide annual and ad-hoc reports on the situation of collection, expenditure, and management, and use of social insurance, unemployment insurance, and health insurance funds.
(4) Participate and cooperate with the Ministry of Labor, Invalids and Social Affairs, Ministry of Finance, Ministry of Health in managing the collection, expenditure, preservation, development, and balance of social insurance, unemployment insurance, and health insurance funds.
(5) Lead and cooperate with ministries and central authorities in conducting information, communication, and dissemination of policies and laws on social insurance, unemployment insurance, and health insurance to ensure strict compliance with legal regulations and development of social insurance, unemployment insurance, and health insurance participants.
