Guidelines on asset classification of irrigation infrastructure in Vietnam from January 9, 2025

The classification of irrigation infrastructure assets shall be conducted according to the provisions stipulated in Article 5 of Decree 8/2025/ND-CP as follows:

- Classification by Asset Function

+ Dams, reservoirs, sluices, pumping stations, water transfer and conveyance systems, embankments, irrigation dikes as prescribed by law on irrigation.

+ Office buildings and workspace of entities entrusted with irrigation infrastructure assets, located within the protection boundaries of irrigation works.

+ Other assets serving the management and exploitation of irrigation works include: management houses, management stations, management roads; monitoring equipment; storage areas for materials; boundary markers, signage, and other structures and architectural works serving the management and exploitation of irrigation works.

- Classification by Management Level

+ Irrigation infrastructure assets under the management of the Ministry of Agriculture and Rural Development are significant irrigation works, works whose exploitation and protection relate to two or more provinces or central-affiliated cities.

+ Irrigation infrastructure assets under the management of the Provincial People's Committee are irrigation works not covered by point a, clause 2, Article 5 of Decree 8/2025/ND-CP.

- Irrigation infrastructure assets related to national defense and security are determined according to the provisions of the law on irrigation and the law on protection of important works related to national defense and security.

Note: Irrigation infrastructure assets include irrigation works and the land area associated with these works (specifically, the reservoir basins include land and water surface areas associated with works determined from the normal water level elevation downwards) as prescribed by law on irrigation. (According to clause 1 Article 3 of Decree 8/2025/ND-CP)
