Proposal on preferential credit support packages for tourism businesses in Vietnam is the specified in Resolution 82/NQ-CP dated May 18, 2023 on the main tasks and solutions to accelerate the recovery and accelerate the effective and sustainable tourism development promulgated by the Government.

Proposal on preferential credit support packages for tourism businesses in Vietnam

Specifically, regarding the tasks and solutions to support tourism businesses, the Government requested the Ministry of Finance to study and propose preferential credit support packages, creating conditions to support tourism businesses in accessing preferential loans.

In addition, regarding the task and solution, the Government also requires ministries and agencies to implement the following contents:

- The Ministry of Industry and Trade of Vietnam shall assume the prime responsibility for, and coordinate with other ministries, branches, and localities in, studying and supplementing the customer group "tourist accommodation establishments".
to apply the retail price of electricity to the retail price of electricity for production customers.

- Ministry of Culture, Sports, and Tourism:

+ Assuming the prime responsibility for, and coordinating with ministries, branches, and localities in, developing a system of competitive enterprises, deeply participating in the global tourism supply chain, and diversifying tourism business models in line with development trends and requirements.

+ Coordinating with ministries, branches, and localities to study demand stimulus policies, support packages for businesses and tourism business households to access capital sources, and stimulus packages to submit to competent authorities for consideration and promulgation in accordance with the new situation.

- The transportation:

+ Research on amending and supplementing regulations on management and coordination of landing and take-off times at airports and aerodromes (slots) towards the flexible use of slots in international and domestic operations of Vietnamese airlines;

Assisting airlines in communicating with foreign aviation authorities about the use of international flight slots on a reciprocal basis to create conditions for airlines to best serve the needs of tourism development.

+ Coordinating with relevant ministries and branches to consider adjusting the ceiling price bracket in the short term to bring air fares to the right market mechanism, remove difficulties for Vietnamese airlines to accumulate capacity, and improve competitiveness with international airlines.

- The Vietnam Tourism Association promotes its core role of guiding and supporting businesses to develop and compete in a healthy way, get rich legitimately, and comply with the law, guidelines, and policies of the Party and State. Detecting and synthesizing comments, suggestions, and recommendations to competent state agencies and localities to solve the difficulties and problems of tourism enterprises.

Developing a mechanism to support the capacity of tourism vocational training institutions in Vietnam

Regarding the tasks and solutions to improve the quality of training and retraining of human resources, the Government requires the Ministry of Labor, War Invalids, and Social Affairs to implement:

- Developing a mechanism to support the capacity of tourism vocational training institutions; implementing programs and projects to support the improvement of the professional skills of tourism workers. Developing a team of teachers and tourism trainers;

Creating conditions for all sectors of society to participate in human resource development in the tourism industry, especially to attract entrepreneurs, artisans, and high-level workers to participate in training.

- Developing tourism human resources towards the goal of sufficient quantity, balanced industry structure, quality assurance, meeting market demand, and in line with product development orientations and spatial organization

- Developing standards and standardizing tourism human resources; diversifying forms of training. Focusing on training and improving tourism professional skills and tourism management capacity to be eligible to participate in the global tourism supply chain. Strengthening cooperation links between enterprises and training schools in tourism human resource training.

- Continuing to research and advise on social security policies, policies on vocational training, improving the quality of tourism human resources, and establishing the Tourism Professional Certification Council.

- Establishing the Tourism Professional Skills Council, which focuses on the functions of the National Tourism Professional Council and the Tourism Professional Certification Council in accordance with the requirements of the integration of the ASEAN economic community; not overlapping, adding administrative procedures in the process of training, and granting vocational training certificates to human resources in the tourism industry.

- Enhancing vocational skills improvement, supplementing the formation of transferable skills, new skills, and flexibly adapt to the changing working world for tourism human resources.

Encouraging enterprises to participate in human resource training at tourism enterprises. Promote international cooperation in tourism human resource training.

- Prioritizing resources to update the output standards of tourism training professions according to international standards; stepping up support for vocational education institutions to develop diverse training programs to address tourism human resource needs in the short and long term.

- Assessing domestic labor needs and research, proposing to promulgate and amend legal documents, and creating a favorable mechanism for granting work permits in order to ensure both benefits and a domestic working environment while facilitating the construction of a mechanism for management of exit and entry and attracting foreigners to work in Vietnam.

- Integrating tourism development schemes and projects in the National Target Program on sustainable poverty reduction.
