From January 1, 2025, 13 cases where drivers must observe, slow down​, or stop in Vietnam

According to the newest Law on Road Traffic Order and Safety 2024 2024, drivers must observe, slow down​, or stop to ensure safety in the following cases in Vietnam.

Article 12 of the Law on Road Traffic Order and Safety 2024, drivers of vehicles in Vietnam must comply with the regulations on speed and distance between vehicles as follows:

- Drivers of vehicles and operators of specialized machinery must comply with regulations on speed and a minimum safe distance from the vehicle ahead in the same lane or part of the road.

- Operators of vehicles participating in road traffic must ensure a speed appropriate to the conditions of the bridge, road, traffic density, terrain, weather, and other influencing factors to ensure safety.

- Operators of vehicles participating in road traffic must observe, reduce speed, or stop to ensure safety in the following 13 cases:

+ At places with road markings or other signals dedicated to pedestrians or where pedestrians or wheelchair users are crossing the road;

+ Where there are danger warning signals or obstacles on the road;

+ When changing the direction of the vehicle or when visibility is restricted;

+ At level crossings with other roads or railroads; narrow roads, curved roads, winding roads, mountain passes, slopes;

+ At narrow bridges, culverts, fords, underground roads, underpasses;

+ In areas with schools, hospitals, bus stations, densely populated areas, markets, sites under construction on the road, scenes of road traffic accidents;

+ When there are animals on or near the road being herded or let loose;

+ When avoiding vehicles coming from the opposite direction or when letting a vehicle behind overtake; when there are signals requesting the right of way, emergency signals from vehicles ahead traveling in the same direction;

+ At bus stops or on roads where passengers are boarding or alighting from vehicles;

+ When encountering vehicles transporting oversized, overweight, or dangerous goods; pedestrian groups;

+ When encountering priority vehicles;

+ In conditions of rain, wind, fog, smoke, dust, slippery or muddy roads, roads with a lot of stones, scattered materials affecting road traffic safety;

+ In areas where road traffic control is being organized.

State policies on road traffic order and safety

- Ensure state budget, facilities, modern equipment, and necessary conditions to improve the capacity of the forces directly responsible for road traffic order and safety. Mobilize and utilize resources to maintain road traffic order and safety. Allocate corresponding funds from administrative fine collections for road traffic order and safety violations and vehicle license plate auction revenue after submission to the state budget to enhance and modernize facilities, equipment, and means to ensure security, order, and road traffic safety as regulated by the Government of Vietnam.

- Modernize traffic command centers; ensure the connection and sharing of the Road Traffic Order and Safety Database among relevant state authorities.

- Facilitate domestic and foreign agencies, organizations, and individuals in researching, applying, and transferring science and technology in the work of ensuring road traffic order and safety, investing in, constructing, and transferring systems, means, equipment, serving the work of ensuring road traffic order and safety; encourage agencies, organizations, and individuals to voluntarily participate in coordinating to ensure road traffic order and safety in accordance with law, providing information and documents for the work of ensuring road traffic order and safety and handling law violations regarding road traffic order and safety.

- Ensure fairness, equality, and safety for road traffic participants; facilitate children, pregnant women, the elderly, the disabled in road traffic participation; cultivate traffic culture; educate, disseminate, and foster legal knowledge about road traffic for children and students to form, enhance self-protection awareness, and voluntarily comply with the law when participating in road traffic.

- Agencies, organizations, and individuals participating in coordinating, collaborating, assisting, and supporting state authorities in carrying out the duties of ensuring road traffic order and safety, if having achievements, will be rewarded; if suffering property damage, will be compensated; if their honor or dignity is harmed, will be restored; if physically injured or their health, life is affected, they and their families will receive policies as regulated by the law.

- Develop road traffic vehicles in harmony with the development of road infrastructure, socio-economic conditions, and the travel needs of the people; import, produce, assemble road traffic vehicles ensuring technical safety and environmental protection standards, in line with the development trends of vehicle technology worldwide; prioritize the development of public transport vehicles, limit the use of private vehicles in major urban areas; prioritize the transition from fossil fuel vehicles to electric, green energy, environmentally friendly vehicles, and clean energy supply infrastructure.
