Circular 33: Regulations on the Working Methods of the Advisory Council in Vietnam​ (Illustrative Image)

The working methods of the Council are as follows:

- Council members provide comments and evaluations on proposals for scientific and technological tasks according to the evaluation and comment form (PL2-TVHD) and submit them to the Department of Planning and Synthesis of Vietnam at least one working day before the Council meeting.

- The Council only convenes when at least 2/3 of the members are present; including the Chairman (or the Vice-Chairman) and 2 peer reviewers. The Council assigns one member to be the scientific secretary.

- The Department of Planning and Synthesis of Vietnam assigns one specialist (from the Internal Science and Technology Department) to serve as the administrative secretary to assist in the Council meeting.

- The Council operates under the principle of democratic centralism. The Council's conclusions are adopted when over 3/4 of the attending members agree through direct voting or secret ballot.

Different opinions of members are compiled by the scientific secretary for the Council to discuss and vote on. Members of the Council may request to preserve their opinions if they differ from the Council's conclusions. Members are individually responsible for their own opinions and collectively responsible for the Council's conclusions.

- Representatives from units proposing scientific and technological tasks may be invited to attend the Council meeting.
