Proposal for Commendation in the Field of Agriculture

Based on Article 25 of Circular 08/2018/TT-BNNPTNT, the dossier requesting commendation in the field of agriculture is specified as follows:

- The commendation request dossier includes:- The proposal of the Head of the unit (or Head of the emulation block);- The meeting minutes of the Emulation - Commendation Council of the unit;

- Reports on achievements of collectives or individuals proposed for commendation, following the forms from No. 01 to No. 09 annexed to Decree No. 91/2017/ND-CP, specifically:- Achievement reports proposed for awarding Medals, Certificates of Merit from the Prime Minister of the Government of Vietnam, the Government of Vietnam's Emulation Flag; Ministry-level Emulation Flag and Certificate of Merit; Excellent Labor Collective; Certificate of Commendation for collectives with outstanding achievements in performing tasks;- Achievement reports proposed for awarding Medals, Certificates of Merit from the Prime Minister of the Government of Vietnam, National-level Emulation Fighter; Ministry-level Emulation Fighter, Certificate of Merit, and Certificate of Commendation for individuals with achievements in task performance;- Achievement reports proposed for awarding or posthumous awarding of Medals to individuals with a process of dedication in organizations, agencies, and associations;- Achievement reports proposed for conferring the title of Hero to collectives with particularly outstanding achievements in task performance;- Achievement reports proposed for conferring (posthumously conferring) the title of Hero to individuals with particularly outstanding achievements in task performance;- Achievement reports proposed for awarding Medals, Certificates of Merit from the Prime Minister of the Government of Vietnam, Ministry-level Certificate of Merit; Certificate of Commendation for collectives or individuals with sudden outstanding achievements;- Achievement reports proposed for commendation according to emulation periods or specific topics for collectives or individuals;- Achievement reports proposed for awarding Friendship Medals, Friendship Medals, Medals, Certificates of Merit from the Prime Minister of the Government of Vietnam, Ministry-level Certificate of Merit, and Certificate of Commendation for foreign organizations;- Achievement reports proposed for awarding Friendship Medals, Friendship Medals, Medals, Certificates of Merit from the Prime Minister of the Government of Vietnam, Ministry-level Certificate of Merit, and Certificate of Commendation for foreign individuals;- Number of dossiers: 01 original for Ministry-level commendation requests; 03 originals for requests for the Government of Vietnam's Emulation Flag, Prime Ministerial Certificates of Merit; 04 originals for requests for Medals of various types, State honorary titles;- Tax confirmation; confirmation of the implementation of social insurance, health insurance, unemployment insurance for employees; audit result reports from competent audit agencies for units, heads of units fulfilling the obligation to pay the state budget (Chairman of the Members' Council, Chairman of the Board of Directors, General Director, Director), number of years confirmed corresponding to the number of years proposed in the achievement report for commendation consideration.

- The dossier requesting the Minister's Certificate of Merit for some special cases includes the Proposal and the list of recommended collectives or individuals by the Standing Committee of the Council.

- The dossier requesting consideration and recognition of the Ministry-level or national-level impact scope of initiatives (01 set of originals) includes:- The proposal of the Head of the unit;- Initiative Certificate (photocopy);- Report on the application result of the initiative;- Verification letter from the competent agency or unit recognizing the application of the initiative (if any).

- The dossier requesting the issuance of Commemorative Medals (01 set of originals) includes:- The proposal attached with a list of individuals recommended for Commemorative Medals from the Head of the unit;- Report on the working process proposing the issuance of Commemorative Medals for individuals.
