Recently, the Government of Vietnam has just signed and promulgated Decree 99/2015/ND-CP, providing detailed regulations and guidance on the implementation of certain provisions of the Housing Law.
Documents proving eligibility for homeownership as prescribed by Decree 99/2015/ND-CP are as follows:

- For domestic organizations, households, and individuals, when carrying out the procedures for the issuance of the Certificate of land use rights, ownership of houses and other assets attached to the land (hereinafter referred to as the Certificate), the document must include proof of personal identification as per the land law concerning the issuance of the Certificate.
- For Vietnamese residing abroad, the following documents are required:
+ In the case of holding a Vietnamese passport, it must be valid and bear the entry verification stamp from the Vietnamese immigration management authority in the passport;
+ In the case of holding a foreign passport, it must be valid, bear the entry verification stamp from the Vietnamese immigration management authority in the passport, and accompanied by documents proving Vietnamese nationality or a document confirming Vietnamese origin issued by the provincial/municipal Department of Justice, Vietnamese representative offices abroad, the agency managing overseas Vietnamese, or other documents as prescribed by Vietnamese law.
- For foreign organizations and individuals, documents proving eligibility as prescribed in Article 74 of this Decree are required; in the case of foreign individuals with documents confirming Vietnamese origin, they are entitled to choose only one category for application, either as Vietnamese residing abroad or as foreign individuals to determine homeownership rights in Vietnam.
