According to Article 8 of Circular 31/2012/TT-BKHCN, based on the results of work with the expert group, the conclusions of the advisory council meeting, the research reports of independent consultants, and the compiled list of high-tech development projects, high-tech application projects, high-tech technical infrastructure construction and development projects, and high-tech workforce development projects, the project management committee shall submit a list of projects to the Minister of Science and Technology for consideration and approval to either be put up for selection or directly assigned to organizations, individuals, and enterprises for implementation.
