Process for Proposing High-Tech Infrastructure Development Projects

This is a noteworthy content in Circular 31/2012/TT-BKHCN providing guidance for identifying projects, selecting, and directly assigning organizations, individuals, and enterprises to implement projects under the program of research, training, and building high-tech technical infrastructure, issued on December 28, 2012.

In Article 5 of Circular 31/2012/TT-BKHCN, the procedure for proposing high-tech development projects, high-tech application projects, high-tech infrastructure development projects, and high-tech human resource development projects is stipulated. Specifically:

Firstly, Ministries, sectors, and localities organize the guidance for organizations and enterprises under their management authority to propose projects, propose project orders under the Program (Form A1-1) in accordance with the guidelines of the Ministry of Science and Technology and the provisions of this Circular.

Annually, quarterly, and monthly, Ministries, sectors, and localities compile a list of proposed projects, and proposed project orders (along with the project proposal forms and specific project orders), and provide opinions on the project proposals of organizations and enterprises (Form A1-2). These are to be sent to the Office of the National Program for High Technology Development, Ministry of Science and Technology, 39 Tran Hung Dao, Hoan Kiem District, Hanoi.

Secondly, Ministries, sectors, and localities are responsible for receiving and applying results if the project proposals of organizations and enterprises, or the proposed project orders of Ministries, sectors, and localities are accepted.

Thirdly, The Steering Committee organizes research, identifies, and seeks projects with high feasibility for the Ministry of Science and Technology to propose project orders.

Fourthly, based on the objectives, contents, and products in accordance with the requirements stipulated in the Program, the Steering Committee selects and compiles a list of proposed projects and proposed project orders from the Ministries, sectors, and localities.
